Same with a developer and zoning folks.  The developer keeps his mouth shut (or asks  obviously answerable questions to make the zoning person feel good) until it's time to say "yassah, Massah" that it's nauseating. The difference, though, is that cops are in the spotlight and distrusted by a significant portion of the citizens.  Other government "police" don't have the spotlight and can make life a living hell for anyone they choose to target.
