Same with a developer and zoning folks.  The developer keeps his mouth shut (or asks  obviously answerable questions to make the zoning person feel good) until it&#039;s time to say &quot;yassah, Massah&quot; that it&#039;s nauseating.

The difference, though, is that cops are in the spotlight and distrusted by a significant portion of the citizens.  Other government &quot;police&quot; don&#039;t have the spotlight and can make life a living hell for anyone they choose to target.</description>
