I believe that picture is an old one of Obama holding a three-legged spokes-poodle involved in publicity opposing puppy-farming.

OTOH, one of Obama's daughters is allergic to dogs, so since they've been promised a puppy, they may get a poodle or poodle cross. I believe the girls had decided that a Goldenoodle, was a good choice.

Standard or medium sized poodles aren't bad at all. The poodle was developed as a hunting dog, as Bryan mentioned. The froo-froo hair cuts are entirely optional.

I've read that poodles actually make very fine hunting dogs, better than the Labrador retriever, and that they're quite intelligent. Which, in my barely-informed opinion, makes it doubly shameful that they've been shaved and foofed up to ridiculous proportions. It's like putting a ball gown on a scout sniper.
