Talk about counter-insurgency, where you are using softcore criminals or killers and turning them against the hardcore killers and criminals.
 
It&#039;s a much smarter policy than trying to kill everyone via the Bigger Hammer approach or ignoring these people and allowing the ruthless and strong to dominate the weak and soft core.</description>
