		<description>If we discounted any strategy used in a failed war we wouldn&#039;t use ships or tanks or planes or guns.   The fact that something was done in a war that &quot;failed&quot; isn&#039;t, itself, an important distinction.
 
 
I agree that walls are probably not all that helpful.   As for the forcing them on people part...  I suppose they could vote locally for them or not to get the choice thing going.</description>
